公的セクター雇用における女性労働とワーク・ライフ・バランス
Women's Labor and Work-Life Balance in the Public Sector Employment

抄録

 多くのOECD諸国においては、公的雇用に占める女性の割合は男性のそれを上回っていることからもみてとれるとおり、主に公的セクターにおける雇用によって女性の就業率の上昇が促されてきた。しかし就業セクターと女性就業との関係については、賃金や職域分離の面で女性の地位向上にとって必ずしもメリットをもたらしていない可能性も指摘されてきた。本論文では就業セクターによる(ワークライフバランスに関係する)働き方の違いについて、国際比較マイクロデータを使った実証分析を行った。その結果、性別や職業その他の属性を統制した上でも、公的雇用には民間雇用に比べてストレスや自律性の無さを感じている者が多いということがわかった。女性の公的雇用割合が高いということを考慮すると、女性が公的セクターに雇用されることは、女性の就業率を上げるかわりに働き方の面でデメリットになっている可能性が示唆される。

abstract

In most OECD countries, the proportion of women who are employed in the public sector is higher than that of men. For those countries, female labor participation has increased because of this public employment of women. On the other hand, studies demonstrated that public employment was not necessarily favorable for women regarding gender wage gap and occupational sex segregation. In this study, impacts of employment sector on women's working lives are analyzed using internationally comparable micro data. Results show that, after controlling for demographic factors, workers who are employed in the public sector are more likely to report stresses and enjoy less autonomy in their work. Considering the fact that women are overrepresented in the public sector, the result suggests that the public employment has a negative impact for women concerning their working lives.
