財政赤字はなぜ拡大したのか?―政治的環境の変化と90年代の財政運営―

抄録

本稿では1990年代に財政赤字の拡大が生じた理由について,政治的環境の変化に留意しつつ検討を行なった.本稿の分析によれば,現実の財政赤字の相当程度はこの間に日本経済に生じたショックに対する適切な反応(課税平準化)の結果としてとらえられるが,課税平準化のもとでの「最適な」赤字の水準と比較した場合に現実の財政赤字はなお過大なものとなっており,経済的要因以外の理由によって財政赤字のさらなる拡大が生じた可能性が示唆される.財政赤字と政治的環境の関係を扱った一連の研究によれば,連立政権への移行や政権基盤の脆弱化が財政赤字の拡大につながる可能性があることから,「過大な」財政赤字を政治的要因によって説明する推定を行なったところ,内閣支持率や衆議院における自民党議席率が「過大な」財政赤字と有意な負の相関をもっていることが確認された.この推定結果は90年代に生じた政治的環境の変化(連立政権への移行と政権基盤の脆弱化).と財政赤字の拡大の間に一定の関係があることを示唆するものである. 

abstract

This paper investigates why Japan's fiscal condition deteriorated markedly in the 1990s. The tax smoothing hypothesis, which implies that budget deficits and surpluses are used optimally to minimize the distortionally effects of taxation, alone cannot provide complete answer to this question. Thus we move to the political economy model of fiscal policy and investigate the political determinants of budget deficits. We find that cabinet approval rating and LDP's share of the seats in the Lower House are negatively correlated with excessive deficits. These findings are consistent with the theoretical predictions : weak or fragmented coalition governments have large deficits. Our results suggest that fiscal imbalance was partly attributable to the political change in the 1990s.
