This paper investigates the role of biecameral system in alternatively elected two-chamber legislature modle. In the moedle the chamber elected in the previous period is given the power to veto the decision by the cbamber elected in the current perlod. It is shown that the bicameralism is more Iikely to be benefical when (i) the desirable policyis less likely to move，or (ii) the non-desirable policy is more likely to attain majority in current election.
