抄録

　中国は世界の自転車工場である．なかでも天津には世界生産の3 分の1 が集中している．天津は中国の自転車産業発祥の地の一つであり，かつては国有企業集団が1 社で地域の生産を独占してきた．それが1990 年代初頭から2000 年代初頭までの10 年間で，非国有企業を中心とする企業間の分業と競争から成り，広域調達が可能な開放的産業集積へと劇的に転換した．劇的転換の契機は参入規制の緩和と部品市場の形成にあった．この転換の過程では，国有企業群が非国有企業群に諸資源を提供しただけでなく，社会的コストを国有企業が引き受けてきた．また，天津では業界組織が90 年代半ばに設立され，産地の構造転換とレベルアップを誘導してきた．業界組織は，地域の業界秩序の形成に尽力し，展示会への参加を主導したり，自ら展示会を開催したりして需要搬入に大きな役割を果たしてきた．2000 年代以降，天津地域には南方メーカーの進出も相次ぎ，輸出産地としてのプレゼンスも高まっている．以上のことを現地調査の結果と収集資料から明らかにした．

abstract

China is the world’s biggest bicycle factory. Moreover, one-third of the products of the whole world is concentrated in Tianjin. Tianjin is one of the birthplaces of the bicycle industry in China, and a state-owned enterprise group (Feige Group) monopolized the local production there. In ten years from the early 1990s to early 2000s, the structure of the bicycle industry in Tianjin was transformed into the industrial agglomeration based ondivision of labour and the competition among non-state-owned enterprises. Deregulation of entry for non-state-owned enterprises, and the establishment of the parts market have played a big role on this transformation. In addition,the state-owned enterprises have borne some cost for the system transformation, and have supplied various resources for non-state-owned enterprises. Tianjin Bicycle Industrial Association also has played its role in expanding market and directing local industrial development.
