抄録

　中国政府は現在、国内消費拡大による経済成長牽引を政策課題としており、とりわけ低所得層の所得水準底上げが重点課題とされている。そしてその主要な手段の一つが、賃金をはじめとする従業員報酬内容に対する政策的介入である。本稿では現段階の中国におけるそのような政策に関し、最低賃金制度を主な対象に制度内容と政策効果について考察を行う。報酬水準の底上げを狙う現在の政策は、指令経済期に淵源を持つ労働者保護的な政策傾向とともに雇用者の負担増を加速しつつあり、労働力供給・外需の急速な変化にも同時に直面している産業に厳しい課題を与える結果となっている。

abstract

The Chinese government now considers raising the income level of low-income population as one of its top priority issues. And intervention to employee reward such as wage is used one of their main policy tools. In this paper, contents and effects of the minimum wage system and other policy instruments in China are considered. Those policies along with some kinds of labor protecting policy derived from command economy system in the past are expected to increase the burden of employers, and may give problems to the industry which at the same time is confronting worsening labor force supply and external demand.
