シンガポールにおける高齢者福祉と施設介護

抄録

 シンガポールにおいては日本以上に急激に少子高齢化が進展する可能性がある.それにも拘らず,同国においては福祉の担い手は家族が第一と考えられており,次がVWO 等地域ボランティア福祉組織であり,国家は最後の手段に過ぎない.このことは将来,同国の福祉政策に矛盾を来たす恐れがある.事実,現時点では高齢者の大半が家族と生活してそこから糧を受けているが,その家族の役割も低下し出している.また同国ではCPF(中央積立基金)積立金やHDB(住宅開発局)フラッツを活用し,多機能的な地域ネットワークを形成する方向で高齢者施策が展開されているが,これも2000 年代前半のCPF 改革に窺えるように,老後の生活費としては問題を孕んでいる. 他の同国の介護サービスもそうであるが,同国の高齢者福祉施設は日本と類似する施設分類が行なわれている.だが,そこでは日本では考えられないような国家的統制と,一方での財政的「自立」という,かつて労働組合でも見られた施策が窺える.

abstract

In Singapore,ageing and declining of birth rate will go forward more rapidly than Japan.Nevertheless in this country,the first care giver is a family,second Voluntary Welfare Organizations,the state is the only last resort.This might lead some contradictions.Actually, although almost elderly persons live with their families,the role of family is declining recently.And the government adopt the policy to develop multifunctional local networks through CPF & HDB,but it’s problematic. Singapore’s facilities for the elderly are similarly categorized for Japanese ones.But the control of state is extraordinary strong while financial autonomy is based on charity,that was a same pattern for the labour union NTUC.
