抄録

　本論文の目的は、福井県における社会的包摂の実践を事例から示すことにある。この課題に取り組むために、近年、社会政策領域で注目されている障害者就労支援領域での労働統合型社会的企業の活動に注目し、福井県の代表的事例の活動を分析する。障害者就労は社会的包摂と密接に関連するが、福井県は障害者就労について高い成果を示しており、その一因として、就労継続支援事業の充実がある。福井県において最大規模の知的障害者の就労支援継続支援事業を運営する「コミュニティネットワークふくい」を対象に、当該団体の社会的包摂の理念と活動について分析する。ヒアリングや文書資料をもとにした分析から、企業の論理を巧みに導入しながら、能力開発を中心に生産活動への包摂に取り組んでいること、しかし、同時に家族の論理との間で葛藤を抱えることが明らかにされた。そして本例の検討を通じて、労働統合型社会的企業の研究に対する含意を提示する。

abstract

The purpose of this paper is to clarify the practice of social inclusion by not-for-profit organization in Fukui prefecture. I focus on typical the Work Integration Social Enterprises (=WISE) in Fukui. In Fukui the performance of employment of people with disabilities is high because there are a number of organizations of support for continuous employment (A type). In this paper I analyze the approach and logics of the practice of “Community Network Fukui”, which is the largest organization of support for continuous employment (A type) in Fukui. Using data of interviews and official documents, I show that “Community Network Fukui” introduce successfully the logic of the for-profit enterprise and develop efficiency of the staff with and without disabilities. However, I also show conflict between the logic of for-profit enterprise and the logic of family.
