概要

　福祉資金行政実態調査（神奈川県，1962 年）について，その概要と歴史的背景，意義を確認し，これまでの復元作業と二次分析の成果，および今後の展望を論じる．本調査は，戦後の貧困がまだ色濃い一方で福祉国家への準備が進められる時期でもあった昭和30年代に実施されており，こうした過渡期の貧困層が抱えたニーズのありようを伝える貴重な資料である．他の調査とも比べても大きなサンプルサイズや，母子福祉資金と世帯更生資金の比較可能性といった点でも復元の意義は大きい．これまでの二次分析からは，当時の貸付の利用実態やその効果の実態を検証することを通じて，高度経済成長期へと向かっていく時代の特徴が浮き彫りになっている．とはいえ，本調査が可能にする二次分析にはいまだ多くのポテンシャルが残されており，今後のさらなる活用が期待される．

Abstract

The Welfare Fund Survey (1962, Kanagawa) examines the needs of impoverished populations during Japan's post-war transition to a welfare state in the late 1950s and early 1960s. Conducted during a period of lingering poverty alongside growing welfare initiatives, the survey is a valuable resource for understanding the challenges faced by low-income groups during this transitional era. Its significance lies in its large sample size and its ability to compare mother-child welfare funds with household rehabilitation funds. Secondary analyses have shed light on the usage and outcomes of these loans, revealing socio-economic trends as Japan moved toward rapid economic growth. However, much of the survey's potential remains untapped, offering promising avenues for future research and deeper analysis.
