Promoting next-generation automobiles(次世代自動車の育成)

報告要旨

 Growing concerns about the volatility and price of petroleum and increases in pollution and global warming gasses have accelerated efforts by automakers and governments to develop cleaner, more energy efficient motor vehicles. “Green” cars are not yet competitive, however, in performance and especially price. An examination of the 25 leading world economies suggests that the timing and aggressiveness of policies to promote the transition to next generation vehicles vary greatly across countries. Some of this variance can be explained by differences in basic economic conditions such as levels of income and taxation of gasoline. Other factors, such as the degree of dependence on imported oil, the political strength and technology strategies of automakers, and the balance of partisan competition, are more political in nature. Finally, regional and local governments often demonstrate the flexibility to undertake policies complementing or even substituting for the actions of national governments.

 石油価格の激しい変動と高止まりや汚染,地球温暖化ガスの増加に対し懸念を抱く自動車メーカと政府が,より効率の良い車を開発する努力を加速させてきた。しかし,電気自動車,ハイブリッド車などの“緑”の車はまだ,性能,とりわけ価格の上では競争力が付いてない。世界トップの25経済大国を調べたら,次世代自動車の育成政策のタイミングと幅は国によって大きく異なる。 政策の分散はある程度所得水準,石油税等基本的な経済要素の違いによって説明できるが,石油輸入に対する依存度,自動車メーカの影響力と技術戦略,政党間のバランスという政治的な考慮も必要である。また,地方政府もしばしば自由度を持ち,国の育成策を補完する又は代替する政策を実施する。
